Inventory value is inventory value. Viewing it with a different "unit of measure" would not change the value.
so in navision there is no possibility to know the inventory value in different unit of measures

The confusion is in the title. What you are looking for a Inventory Levels (qty) report in different unit of measure i.e. Sales unit of measure, Purchase unit of measure. This is not a standard report so you will have to develop it.

If the item is packaged differently well then it's a different item and should be setup as such.

I don't think it is a good idea at all to keep the base UOM at ML. A 200ML bottle is something significantly different than a 500ML bottle, or a 5 L bottle, they should all be their own items, and stocked in Eaches. It doesn't give you any information to know that you have 20000000 ML worth of water in various bottle sizes, that just doesn't tell you anything.
And besides that, if you buy in bottles of 200ML, convert it to ML, you can't convert that to bottles of 500ML, because you would first have to pour the water out of the 200ML bottles and pour it into 500ML bottles. That would be completely false information. 5 bottles of 200ML and 2 bottles of 500ML both add up to one liter, but they are definately NOT the same thing.
